Taylor, who lives in the community, said she's seen incidents like loitering and partying into the late-night hours around the shelter. Other concerns include at least one fight, prostitution, and littering.

Check Chicago ordinances related to residential zoning.
If zoning ordinances were violated (such as OMA requirements) in order to rapidly re-zone to residential use, discover cited authority for violation.
Local residents may seek judicial review for civil remedies.
