Someone should look into fluoridated water which leeches the lead out of pipes over time. Pubmed.gov (ncbi) has many scientific studies on this subject like curse of fluorosis also Fluoride action network.org and fluoridation.com and many others. In older buildings lead solder may have been used. Maybe checking lead concentrations before coming to the structures then at the fountains would help. With all the fluoride treatments and toothpaste available there is no need to spend taxpayers money on fluoridating the water.
