Despite the change in outlook, Fitch affirmed its BBB-negative rating of Chicago’s credit, which is one notch above junk status, but said that could change. “The city’s fiscal plan entails some degree of execution risk,” according to the report, and its success will be determined by “the unpredictable nature of the current economic and revenue environment.”
And remember, everyone. These rating agencies are all paid for by the City itself for initial ratings plus annual updates. So even when you are on the City payroll you can’t erase the stink on this credit. Does anyone really think even the BBB isn’t bought and paid for?

They encourage ever rising taxes to support their “marketplace”, a marketplace that trades upon the agony of taxpayers. Budget cutting is averse to both the political class and the bond trading class in Illinois. And by the way Illinois will never, ever be junk. Simply because rating agencies and politicians collude to keep the bonds investment grade yet yielding the highest possible rates, creating more misery for us. A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
