The Aurora City Council has approved over $100 million in additional debt this year and late last year.

Aurora should just annex Naperville and rename itself Auroraville. Those folks in Naperville have PLENTY of money to make up the budget shortfall.
a good start would be , to annex all the property in Aurora township that is not currently within the city limits; and absorb the township government.
