And how do you make apartment buildings 100% safe when tenants smoke cigarettes even when there’s a no-smoking policy? Plenty of fires have been started by careless tenants. And what about tenants and relatives/friends of tenants who abuse drugs and commit other crimes….. like domestic violence or threatening other tenants?
Personal responsibility is part of the equation too. Chicago needs to keep track of bad tenants.
Space heaters are a primary cause of home fires especially in the inner cities. They use them to dry clothes and have them next to curtains. Basically the older style heater is like having a toaster on. Every time I hear of a fire in winter and people are killed or displaced the cause is a space heater.
