Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. Has “I can’t afford a bike” ever been an issue in the city? Are people missing work because their bike is in the shop? It’s a fine program and all, but is it really a problem?
I don’t see this as a theft deterrent either as anyone who steals a bike isn’t stealing it for personal use, they’re reselling it.
Just leave the bikes in various locations across the inner city. They’ll find their way into the hands of the most needy.
