Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. I am trying to get my head around the next step the mayor is likely to take. I expect she’ll ask for more federal funds to pay police overtime and to rebuild the parts of the city that were destroyed by its own residents. Meanwhile the police will justifiably ask for pay increases to compensate for the risks to which they’re exposed. And the city now needs the police more than ever.
