People who read this story dont understand how Carter and many other “command staff” of the PD got to be in the positions they are in. Many, including Carter, never passed a promotional exam, not once, but were promoted thru the “merit system” which means those who had political clout were promoted because of who they knew not what they knew. Never passed an exam, some never took the tests and were handed promotions to detective, sergeant, lieutenant and eventually given a command position because of political connections. Agreed, Carter wears a chest full of ribbons because he thinks it gives him legitimacy, it makes him look like a clown. The real police don’t need to show everyone how great they are, their reputations speak for themselves. Cater did not earn respect, so he thinks he can fool someone into it. I cannot name one member of the current command staff that is respected or was the real police. Mostly connected and house mice. And keep an eye out for their wives and girlfriends, amazing how quickly they move up the chain and find their way into cushy… Read more »
