“Protest, riot, loot” resonates in places like Chicago because our systems of education and justice no longer hold people accountable. CPS boasts 85% graduation rates, but only 26% of the grads read and do math at grade level. That means that a vast majority of CPS students leave school without the requisite skills to go to college or get good jobs.
