"The superintendent is asking for this tool, the majority of the Council is asking for this tool to stop all of the shenanigans going on downtown," Ald. Anthony Beale said. "Doing nothing will not solve this problem."

It is over due that parents take responsibility for the mischief their children cause. The cars the kids ride in should be confiscated and returned only when parents come to claim their children.
