"The reason this budget still fails is the same reason Chicago keeps repeating the same fiscal mistakes: City Council lacks the institutional capacity to govern, the mayor retains nearly all the power needed to shape outcomes, and voters have no formal role in approving major financial decisions. It’s why the process seemed adversarial, but ultimately produced a budget that was, in substance, almost identical to the one it was supposed to replace."
Wonder if there is a line item in the expense column identifies monies allocated for Sanctuary City?

Have any of you ever really talked to a politician? If you can get past the platitudes and party speak and into the details and practicalities, there is nothing there. The best and brightest don’t go into politics. Any intelligence or creativity they ever possessed and that is not saying much, is suppressed by their need to play to the illiterate and ignorant. You are looking for creative ways to escape the trouble Chicago is in? Look to the actual creators and producers called businesses. Not to loser morons.

A city charter sounds like a good idea, until you think about who would be writing it now. I bet the leftists would be thrilled with the opportunity to set up a city charter. Just like the IL Constitution and Amendment 1, a chance to grab even more power.

“That imbalance explains why, even this year, the Council’s “alternate” budget remains roughly 98% identical to the mayor’s original proposal.”
The city’s aldermen deserve as much of the blame as its mayors for their decades of deficit spending, not to speak of their financial corruption. It was foolish to hope that this year would be any different. It is, after all, a one-party city. Insolvency is coming, and all Illinoisians will foot the bill for unfunded pensions unless the state’s constitution is amended. Good luck.
Yet, the alderpersons will take a giant bow for killing the corporate head tax. Do the Chicago resident chumbolones know they’ll be making up for that lost revenue?
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
