State population changes will affect the official apportionment of the 435 U.S. House of Representatives seats across the 50 states after the completion of the 2020 census. States that are likely to lose seats in 2020 include Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, Rhode Island and West Virginia.
