Timely. In my opinion, the pension contributions, debt service and unfunded health liabilities, a real ticking bomb, are already absorbing 50% of the revenue. In other words, 50% of the revenue is not available for managing and servicing the municipality. In other words, their real purpose is already impaired dramatically. Knowing governments, you can also assume there are other liabilities that we don’t know about.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
