Hanley, Winnebago County State’s Attorney: "This convoluted series of steps will not only delay justice for victims and strike fear into the hearts of witnesses, it will place an unnecessary burden on law enforcement to find defendants who they’ve already arrested and serve them with a piece of paper asking them nicely to come to court...One can hear the wheels of justice beginning to grind to a halt."

Welcome to the Democrats Utopia! Liars, thieves, grifters, addicts and an assortment of gimme people who are looking to or are already freeloading on tax payer dollars. An unvetted law pushed by certain minorities and endorsed by uber liberal democrats who will do or say anything to preserve the votes of those minorities. To hell with the law abiding citizens who will suffer, to hell with the minorities that will be severely impacted as the released criminals will be back in the neighborhoods they came from. Anything for votes no matter the consequences.
