Special state’s attorney of Cook County Robert J. Milan: "The act encourages judges to bend over backward to release repeat offenders. I believe the act does not allow judges to consider the criminal backgrounds of most felony offenders and thus encourages judges to release offenders despite lengthy criminal backgrounds, resulting in additional violent crimes."
Judges have a great job, good salary, good pension, prestige etc are all of them in Cook County are beholding to the Chicago machine for that position. No way, absolutely no way are these judges going to veer off the path they have been ordered to follow. If they don’t it’s back to private practice where they actually would have to try and do a job.

Looks like a problem long before the SAFE-T-ACT. Abuse of prosecutorial discretion, negligence.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
By amend, we mean repeal, political animals.
