He is drinking from a Bear’s mug, LOL, there are 17 Bears games in a season and 17 commissioner seats on the Cook County board. The Bears last season at 5-12 won more games than Republicans won county commissioners, with only 1 Republican.

No. Replacement will be elected from County Republican committeemen with weighted vote based upon primary vote numbers. Just as Democrats vote for Democrat elected official replacements from Democrat committeemen weighted vote.
