Plaintiffs Cook County Judge Natasha Toller and retired St. Clair County Judge Patricia Kievlan sued to overturn limitations on judges' pensions enacted in Illinois' so-called Tier 2 pension reform law. In the most recent ruling, the appeals panel said the judges' claims against the Tier 2 law fell short because they became judges after the law took effect, and can't now try to escape the terms and limits in place when they essentially signed the contracts governing their pension benefits.
Former Illinois House Speaker Mike Madigan’s state pension was suspended in February 2025 following his conviction on 10 felony counts of bribery, wire fraud, and conspiracy. The General Assembly Retirement System (GARS) halted payments for the 82-year-old, who had been receiving over $158,000 annually since retiring in 2021.

So she was able to double dip and she’s not happy that the second dip is not as big as the first dip. I’m really surprised this happened to her, I thought your average pensioner would know the ins and outs of maximizing the double dip. The really smart ones are the triple dippers that can also get a social security cherry on top of the double dip.
You mean something like JB signed in August that improved tier 2 pensions to the more generous tier 1 pensions for Chicago Police and Fire department employees couldn’t happen for judges in the future? Wow, you have a lot of confidence in Springfield!
