Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. Chicago already has a third airport. It’s in Gary, Indiana. All of the airport infrastructure of railroads, highways and even Amtrak are already in place. The NIMBY airport noise complainers are minimized by the Lake Michigan proximity and its not really landlocked; its adjacent to former industrial land refashioned as a “nature preserve”. If Indiana state officials have a brain – and compared to the criminal cabal in Illinois they certainly do have a brain – they will fund further development of Gary Airport.
