Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. The state’s existing buyout program for its own pensions is the precedent for Chicago, which should be a warning: Look out for similar exaggerated claims and shoddy analysis.

The Sun-Times endorsed Kim and Lori in their last elections. They both ran on the premise that putting disproportionately large numbers of black and hispanic men in jail was ipso facto social injustice. They promised to redress this injustice. They did not propose a plan to provide many of them with the alternative of attractive legitimate employment in the foreseeable future. The math means that some black and hispanic men must be permitted to avoid jail for crimes they would have been jailed for in the recent past. A society of criminals will always vote for a state’s attorney that refuses to prosecute criminals just as a society of religious faithful will vote for legislators that ban abortion. Yet, in our society, the criminals are glorified, and the religious are vilified.
