Because they don’t view the state of (Black & Brown) Chicago families as bad.
They just don’t want the crime; but they are perfectly OK with both fathers and mothers skirting their parental responsibilities.
It takes a village to raise a child, but if your village is full of gang bangers…then the unfortunate side effect of parents skirting their parental responsibilites is that the gangs raise the kids on the streets instead…

Headline should read “…in absence of parents”, because many of these young offenders have no responsible parent, other than perhaps a grandmother, to provide what little “parenting” that occurs.
Many of these young gangbangers are children of gang members, have many gang member relatives, and see gang lifestyle as acceptable life-choice. If this seems like an unreasonable opinion, I suggest going to YouTube, to the “Rap Channel”, and watch documentary on “Melly”, and another now-deceased and quite notorious gangbanger shooter.

A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
