“Housing provider” actually is a more precise description than “landlord,” as the latter can be an owner of any kind of land. The name change distracts from numerous detailed changes which the ordinance makes, making the building owners’ situation a bit worse, and the tenants’ a bit better, at least as long as folks are willing to “provide” rental housing in Evanston.

The new phrasing subtly reverses the arrow of obligation. “Landlord” implies the obligation of the tenant to pay his “lord” for housing. “Housing provider” implies an obligation to provide housing to a tenant.
It won’t be long before we hear that “housing providers” are not living up to their responsibility.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
