Illinois is a two party consent state. All parties MUST consent to someone recording conversations according to state law. There may be a federal law that supersedes state law but not sure about that. So any tapings may not hold water in court.
The tapings in this case were pre-authorized by the FBI through a warrant. I don’t believe anyone is suggesting he was surreptitiously recorded by anyone not associated with or pre-authorized by law enforcement, unless you’ve read something different than I.

Madigan doesn’t even have a cell phone. Stop and think about that for a minute. Who in this day and age doesn’t have one? Every adult I know has one and I have nieces that are 3 years old who want one. Even the poor can get an Obama phone. The government obviously things it is that important.
So I MadAgain doesn’t have one (as an important a guy as he is) the only answer is because he does not want to be wire-tapped. Innocent people wouldn’t have anything to worry about.
As far as Madigan not having a cell phone he is still living in analog times. He probably uses 2 tin cans with a string or the old WWll walkie-talkies or even smoke signals. Those are not easy to hack or record.
This won’t get any traction. The Feds and the FBI are keystone cops compared to Madigan. The Feds have ignored Chicago corruption for so long they couldn’t find their butt with both hands in this town. Madigan doesn’t even use a cell phone.
