Howard Brookins sued the Chicago Board of Ethics in January 2021 after it unanimously levied a $5,000 fine against him, saying it had no authority to stop him from serving as a criminal defense attorney in Chicago. Brookins had agreed to represent former 1st Ward Ald. Proco Moreno, who had been charged with drunken driving by the Chicago Police Department.
