A recently released study from the Heartland Alliance indicates that for the more than 3.3 million people with criminal records in Illinois, punishment continues well beyond time served; Hundreds of laws and restrictions make it prohibitively difficult for people with criminal records to rebuild their lives after incarceration.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
