“Prison time” is not time in prison. Most of these thugs have been chillin in the hood, with an ankle bracelet, for up to three years awaiting trial. A 6 year sentence in Illinois can result in ZERO time on prison. They get the standard bullshait 50% sentence reduction plus credit for time awaiting trail. So 6 years gets reduced to three years and then down to zero with three years of credit. They report to Stateville and are released the same day. Happens every day.

Obviously not enough time to deter carjacking. This article needs to quantify actual time served and conviction rates vs. actual number of carjacking.
My take on this is it is similar (probably lower) than the homicide arrest rate
