The black caucus did what they did to advance their interests. They have an interest in equity so they convinced a supermajority legislature so pass a bill that benefits the black caucus’s voters. That’s what democracy is. Their constituency complained they were getting locked up too much for crimes and they changed the laws to release them from jail. Sure, some, and probably a lot, of these criminals will go on to commit more crimes, and when others see the leniency the system provides, it will encourage new criminals to commit more crimes.
