We had 22 downgrades before we finally saw these recent six upgrades, so we have 16 more to go just to get back to the levels we were in 2009.”
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
