Wikipedia states DCFS has a $1.5 billion budget(+$-crazy pension payments) to serve approx 23,000 kids, or +$65,000/per kid per year?? WHERE DO ALL THE $$$$ GO?? DOES ANYBODY IN THE MACHINE REALLY CARE ABOUT THE KIDS?
