94 of the 102 counties in Illinois and 104 municipalities will share in the $760 million settlement. Some communities will use the money for treatment programs. Others are expanding services in the jails to help inmates conquer their addictions.

All the treatment and rehab will result in about 10 to 20% of a success rate. Junkies are what they are because they like it.
