Mexican Independence Day is an unofficial city sanctioned street takeover. The vehicles are gridlocked which should allow for capturing license plates to be ticketed. The drifters and other non- demonized youths are very fluid. When you shut them down here, they go over there. When you catch up to them there, they return to their original spot or pick another. Until you surround the entire area and arrest all participants ( impeding a public way is a good starting point ) the police are going to be on the losing end of a game of “ ditch “ all summer.
The WGN article is a weird “check swing.” It doesn’t supplement the discussion of the takeover at Fullerton & Cannon with a reference to the more recent takeover at Ashland & Diversey—the latter being a more important shift of takeovers into non-touristy, residential areas of Lincoln Park/ Lakeview. The article headline threatens a “summer of takeovers,” but then only says “hmmmm, some aldermen wish for elevation to more than misdemeanors.” As if it’s some arcane aldermanic issue.
