They can afford to cover all the costs themselves, as the Ricketts family did when they renovated Wrigley Field and turned the surrounding area into an entertainment district."

Wrong. They can’t — and more importantly– won’t cover all the costs themselves. The Bears are notorious cheapskates on every line item in the operation. Huge revenues from real estate development in this state with this economy are a pipedream. They will not proceed without a massive handout from government, which won’t happen.
