A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
The article does a fairly good job of framing half the picture. The other half that is missing is the effect of the deteriorating classic midwestern value culture has on out migration.
