The significant factor is young people going away to college, seeing how more efficiently other states are run, and not returning to IL. Meantime, those who remain are getting older, a bigger drain on resources, and with no tax on retirement income, they stay. Much less income for state and local.

A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
