Johnson went on to say that jails, incarceration, and law enforcement should not be considered some kind of "salvation" for the Black and Brown communities of Chicago.

It’s apparently lost upon America’s Worst Mayor that jail is a punishment and deterrent for unlawful behavior. It used to also be an attempt at rehabilitation until the ACLU decided that teaching someone a trade was slave labor.

I know what the citizens of his fine city won’t accept, once election time rolls around.
We will be happy to “wean ourselves” off of jails when the criminals wean themselves off of crime.
