We are in the middle of a pandemic. She has a police force that has been tasked with mainly enforcing this.

Does she not have anything else to do other than let her inner tyrant out for some spring-time power tripping?

Or is this all just a PR exercise?

The police are too scared of catching Wuhan so they’re barely even getting out of the vehicles unless absolutely necessary. The criminal elements know this too, which is why they can shoot at each other with impunity during a supposed shelter-in-place order.
