Migrants do not vote. Staffing employees do vote. It is always about the money when you deal with government.
Of course migrants can vote, many do vote, even without citizenship. When were you last asked for photo ID at Chicago voting site? When were you ever asked to confirm citizenship when completing voter registration form?
