Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. In my limited experience, physical therapy involves the therapist, having received a diagnosis from a physician and having assessed the patient, prescribing specific exercises for the patient to perform. There are then follow-up sessions where the exercises may be adjusted as the patient progresses. This certainly is best done physically in the same room, but if the patient has difficulty traveling to the therapist, it seems a reasonable and less expensive alternative to having the therapist conduct in-home visits.
