This holds true across all public sectors. Folks who begin their careers in the public sector then leave are far worse off than those who start their careers in the private sector then go public. That’s because a pension is locked in based on your tenure and salary when you leave and accumulates zero investment returns while it waits for your retirement. This is one of the many ways you get a “stale” workforce because folks know if they leave, their retirement will be shot. A form of indentured servitude, if you will.
