Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. The state’s existing buyout program for its own pensions is the precedent for Chicago, which should be a warning: Look out for similar exaggerated claims and shoddy analysis.

Positive assessment of “full value” typically implies successful implementation and genuine improvement based on supposed new intervention. Johnson’s administration has attempted to implement a number of new policies and programs, with limited success in actual implementation. and little proof of positive outcome. The man toots his own horn far too often, without tangible accomplishments, and with a lot of frankly “racist” rhetoric. To so finely-focused on “POC” matters, on “recently arriving new migrant-residents”, while entirely ignoring budgetary, fiscal, and crime issues, is not prudent governance, nor evidence of responsible leadership.
