"When the flow of federal money to state and local budgets runs out, some jurisdictions—including California, Illinois, and New York City—will face enormous budget gaps."
Except for Illinois, where state legislature spends like “drunk sailors” that they are.

JB put himself behind the 8-ball because he never once credited the federal stimulus and the state finances turned from red to black right after the Fair Tax failed, so the painful cuts JB said were necessary after its failure never came to fruition. So he can’t go back to pauper status because then he would have to take the blame for mismanaging state finances all these years.
Or he intends to be in the White House by the time this becomes and issue; and he’ll bail out the state for the problems he created.

This is much ado about nothing. Democrat states will merely reallocate money away from deplorable voting parts of the state towards their supporters. Sure, conservative parts of blue states will continue their declines, but they deserve it.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.

Or he’ll just say it’s an issue that Rauner created and it’s now resurfacing.

Excellent point you have there and we mustn’t forget underfund pensions even more is always an additional option.
