I’m confused (which isn’t hard to do), who officially authorized raising Palestinian flag? or was it done unofficially by protesters/ Muslim group?

“It is considered disrespectful to raise another country’s flag higher than the United States flag. According to the search results, flying another flag higher than the US flag is considered a breach of etiquette and a sign of disrespect. The Flag Code states that no other flag or pennant should be placed above or, if on the same level, to the right of the flag of the United States of America.” These mongrels should be arrested for this act and then kicked out of the country.
