You know what else never changes? Truancy from school, a lack of motivation to learn while there, a decent, useful curriculum and engaged parents ( plural). Without those components, you will remain government dependent sheep, no matter who is in power. A healthy dose of self- responsibility and less perpetually aggrieved enabling are also in order.
