As I understand the article, trucks are currently prohibited, and this would awkwardly and inequitably provide an option for some folks to park legally. Kinda like reparations.

Their concern is taking up parking. Why not tax the 3rd, 4th or 5th vehicle at a residence instead.
All of these targeted vehicles fit into a regulator parking lot space, meaning they take up the same space as any other vehicle on the streets of Evanston. Duh!
