And it should be the Highest. HUGE PENSONS cost HUGE amounts of money.
God does not get the retirement funds that teachers get. Almost all of the state money going to UI goes towards pension benefits. What you are seeing is the largest generation theft in history. Teachers are in it for the money, benefits and pension. Who cares about education??
