Just a guess but JB will put his hand in and take out money from the so called Lock Box where the increase of gas taxes and plate fees are. Estimates were $45B over a number of years earmarked towards roads. Who know how much money is in those dedicated funds? He will declare some type of fiscal emergency and take what he needs to balance the budget. Maybe even divert money dedicated to pensions.
