He can run but has to win a lot of Cook/County/Chicago votes to beat a demoncrat. Remember Quinn lost 99 of the state’s counties but still beat Brady because he won Cook by 800,000 votes. Cook County and Chicago’s votes are always tallied last, in the middle of the night, with just the right number of votes, coming from districts with exactly 0 Rauner votes, to narrowly defeat the Republican, almost every time except one, in 2014, when Rauner narrowly one. I used to believe our elections were fair, but after watching last election, I no longer believe it.
