“How do you reposition your policies, both state and local, to recognize that two years from now, maybe not next year, but two years from now, our budgets are going to look more similar to the 2019 budget than they are the 2021 budget. I think that’s going to cause a lot of pain,” state Sen. Jason Barickman said.
