They should put a tithing system in place in Evanston, where whites pay a percentage of their incomes to blacks for reparations. Start at 20 percent, then raise the percentage as needed based on the amount of complaining the blacks do. State that the percentage “shall not exceed 100 percent” so the implementation of this plan remains reasonable and fair to everyone.
