It’s a class issue, compounded by fact that CPS fails to sufficiently educate its CPS HS graduates to perform at 12th grade (or even 9th grade) reading/math proficiency levels. Well LBJ, I consider it a slow bleed to the productive elements of society and yes its been going on for 60 years. It’s why Old Joe has paid 30% of his earnings to the gubmint since he started working.
So the way to stop Black Chicagoans from fleeing Chicago is to redistribute money. Just for argument’s sake, let’s say they got their $1,000,000 each from Chicago, would they be required to stay in the city limits? Or would they just use that money to buy massive homes in Barrington Hills?
