A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
Looks like the people that did this study were smoking dope.
Minnesota and Illinois were both rated highly, so I guess risk of riots and looting was not one of the factors used in the assessment.
